Digitalisation of Administrative Law and the Pandemic-Reaction

Russell L. Weaver is Professor of Law and Distinguished University Scholar at the Brandeis School of Law of the University of Louisville. Over the last 40 years, he has written hundreds of books and articles on constitutional law, particularly free speech, administrative law, criminal law and criminal procedure. He served as a consultant to the constitutional commissions of Belarus and Kyrgyzstan, as well as to the Administrative Conference of the United States, and was invited to submit comments on the Russian Constitution in the 1990s.

Herwig C.H. Hofmann is Professor of European and Transnational Public Law and Head of the Department of Law at the Faculty of Law, Economics and Finance of the University of Luxembourg. He has published numerous books and articles in the fields of EU and comparative public law, has served as a consultant to EU institutions and national governments, and acted as legal counsel before the Court of Justice of the EU in fundamental rights cases.
